Rinse and pat dry the tuna. In a small bowl combine olive oil, sesame oil, lemon juice, ginger, soy sauce, salt & pepper. Whisk ingredients to combine. Dip both sides of tuna steaks in mixture and place in a food storage bag. Pour remaining mixture into bag and let marinate for one hour.
Spray a non-stick skillet with cooking spray and heat pan over medium heat. Place steaks in pan and pour remaining marinade over steaks. Cook first side approximately 2-3 minutes depending on thickness of steak. Turn steaks and cook 2 minutes making sure not to overcook steaks.
DRESSING
In a blender or food processor, combine sugar, vinegar, salt, mustard and onion and process for 20 seconds. With blender or food processor on high, gradually add oil in a slow, steady stream. Stir in poppy seeds.
